A growing list of school districts across the country — Atlanta, Newark, Milwaukee and Cleveland, among them — have shifted, at least temporarily, to remote learning for more than 450,000 students after an implacable surge in COVID-19 cases. “It’s chaos,” said Keri Rodrigues, president of the National Parents Union. “The number one thing parents and families are crying out for is stability.” Atlanta Public Schools had said all classes would continue to be held in person after the holiday break but abruptly announced on Saturday a change to online lessons for the first week of January.
